Hezekiah did not have a great example to follow. His father Ahaz had the dubious distinction of closing the doors of the Temple of God so that no one could worship there; and in the very first month of his reign Hezekiah opened those doors and repaired them. It is worth noting that Hezekiah did not receive any divine revelation exhorting him to do this nor to go on to purify the priests and Levites as also the Temple itself.
It was his sheer love for God and understanding and respect for His commandments that moved him to action. Sometimes we get paralyzed just sitting and waiting for directions.
